LKBEN11687: You do have some OOBE error. (e.g. OOBELOCAL)

Symptom

The out of the box experience delivered some error.

Cause

Happens quite a lot to windows 11.

Solution

One possibility is to enter a command line from this windows. This can be done with Shift + F10.

In the command line windows you type the following:

net user administrator /active:yes

net user /add YOURUSERNAME password

net localgroup administrators YOURUSERNAME /add

cd %windir%\system32\oobe

msoobe.exe

Substitute the placeholder YOURUSERNAME with your personal username.

On german systems the localgroup is called administratoren instead of administrators.

rem on a german system you need the following

net localgroup administratoren YOURUSERNAME /add

Have fun.
